You hear Zorg surface and yell "OVER HERE AWRW!"

Thorak, you don't know where here is or what AWRWR means. Paddling quickly toward the sound of Zorg's voice, you stop next to him and look around. Zorg aids you, canceling out the disadvantage.

20! You spot the swimmer come up for air and zap him with radiant damage. "Ack!" Injured, he dives back down and disappears again.

Mia: "Tessania, Laucien, we need to find this swimmer before he makes it to the next boat!"

Because the water is pretty clear and Zorg has dark vision, it appears he can see the swimmer but isn't fast enough to catch him. You'll have to anticipate where he is headed and catch him when he comes up for air, or find some other means.
