Old system and I believe two ways with the modern system (wanting it long enough and whatever Tedd figured out). I forgot the 'wanting it long enough' bit, that makes it a lot less problematic (just make a device that can transform for a minute or two and people can have their permanent changes without as much ability for abuse).
