Mostly, it's a Verenan lighthouse stronghold that keeps watch over Mousillon. Since we're hunting vampires and seeking evil swords and plague sources there, it seems like checking in with them is a great first step before we bumble into the city itself. They may have critical insights (and remunerated sidequests in the city).
