Ok, so let me rephrase. "Where the he** is the circle tool?"

Under the shape tools, you can get separate tools for rectangles, rounded rectangles, circles, hexagons and... stars, I think. Anyway, click and hold down on that button and you'll see the other options show up after a second or two.
