A fallen angel, with an origin story borrowed from Paradise lost. Basically, he controls people through sensation, sadism and sexuality. As in, he tortures and humiliates them until they have no personality and only exist to serve his whims, and relish his torture as even that blinding pain is better then the total emptiness you feel the rest of the time. And that happens to you, because by the end, that one thing that defines you is torture, the rest of your identity gone and forgotten.
He begins with general torture, lake of fire, that sort of thing, then gets on to rape, that sort of thing, then just general mistreating.
And because of what he is, people beg him for it.
His victims include about half the people on his 11% of hell, including his daughter.
