My initial concern regarding the Lich would be the unlimited self healing by delivering the touch attack on itself, coupled with the virtual immortality of the phylactery.

I might suggest giving it some spell like abilities to make it seem like more of a caster.

I changed the touch attack so it can't use it on itself.

A spellcaster who becomes a lich will normally do so to make themselves more durable, so the class abilities are mostly defensive in nature
