There is no Dragon subtype, and creatures of the Dragon type are treated as having the (dragonblood) subtype already. IIRC, IoDM already grants the dragonblood subtype, or has it as a prerequisite.

Now on to mechanics.

The Shoryuken seems odd, allowing Ref saves to dodge your attacks. I'd just add energy damage and trip, have it require a use of Stunning Fist, and allow a monk to select it as a bonus feat in place of Stunning Fist. Also, DCs are supposed to be 10 + 1/2 level + ability score. Finally, what if I'm descended from a force dragon?

Make it:
Fire/cold/electric/acid: d8
Sonic: d6
Force: d4
Negative levels: 1 per three levels (round down) - a 9th level spell grants 2d4 negative levels (average 5), while your existing ability grants 20d4 (average 50, which will one-shot anything that's not immune to them)
fixed, but I kept the IoDM special rule, since they get neither. The capstone lets them "pseudo-wildshape" into a dragon. It however doesn't grant the Dragonblooded subtype (which came out 2 dragon-based books later) or dragon type.
