here's a question that's been bothering me.

Seeing as Cale is a level four, how big is the chance that people he meets already know about him/his power.

Not an expert here but I doubt everybody would know everybody in a city that big. Then again Jane wouldn't even know the level 5's. She's vaguely familiar with the concept but probably would need the basics explained to her.

Also I've written myself in a corner, I got no clue what to do with her.
