It's attempted destruction of property, mutilation of corpses and attempts at suppressing an alternatively living's free will.
That's highly illegal and pretty stupid considering the amount of powerful creatures (including the vampires themselves) who will bash your head in for it.
And then there's the clean-up bill, you don't want to know what it costs to get splattered vampire hunter of the carpets
That doesn't mean they don't die, they just don't notice as they immediately become vampires instead of a rotting corpse.
Some might be alive but most vampirification doesn't work well with that 'life' thing
