3) I was planning on Arasque being completely neutral in terms of alias. On a scale of 1 to 10, 1 being Resistance, 10 being UNA, Arasque is going to be 5.

And of course the Resistance probably doesn't know who lives there.

Because he thinks that the world under 1 unanimous order will eventually erupt in massive civil war. The existence of the Resistance is evidence of that, as everybody wants their mantle of power no matter how good or lawful their intentions, so he feels that simply taking them down a notch will make room for a nonhostile but rival nation. That, and he's really touchy about them trying to settle in the Eternal Ruins.
