Kidõ Corps acts like a 'mage guild'. They research kidõ, provide the Shinigami academy with kidõ instructors, and regulate most mystical matters of Soul Society. Among their duties also stand the creation, manutention and activation of mystic artifacts (such as the Sokyoku itself). Traditionally the head of house Kotetsu takes the job of Kidõ Commander.

Those are observations of concrete stuff the squads do in cannon. I doubt a full squad is dedicated to the news paper allone for instance.

As for second, I would not say recon, spies, assassins and stealthy guards are the duties of the Omnitskidou whilst the Second Squad are the jailers and law keepers.

1st: Command
Omnitskidou: Ninja
2nd: Secret Police
3rd: Executioners, I can kind of see actually
4th: Healers, Cleaners, Repairmen
5th: Messengers oft times.
6th: General Squaddyness, squad most bound by tradition I'd wager.
7th: Stoic guardians.
8th: With Kyoraku as their captain, we haven't really seen a lot in canon.
9th: Recon and investigations
10th: Hitsugaya is a bit everywhere, however, he's in the mortal world a lot. Could be Patrol Squad and Innitial-Buffer-Zone-Squad
11th: Shirubaru Reishiro, Zaraki Kenpachi, Raithe, Madarame Ikkaku, Ayasegawa Yumichika, Nukari... I don't think I need to mention more.
12: Tinkering, fiddling, probing, alien abductions, mad scientists, shady experiments, all that... and a bit more. Heck, ours opened a dimensional rift, summoned tonnes of jellyfish AND turned back into a child from his gigantic jellyfish bankai that had gone berserk for whatever reason.
13th: With the ammount of water and ice based zanpakuto, it is possible that 9th is actually some sort of "firefighter" squad.

That would be Cannon.
