Hmmm....I wonder, how such pirate stories usually begin? On the ship while everyone just goofing around? In the middle of pillaging smaller ships? Inside of a hidden cavern, whining about amount of gold in there?

Also we need atleast two characters to begin with....I guess...

A hidden pirate treasure!
The cast gets together to find this treasure and wacky adventures ensue.

Here is a basic outline ive just thought of for the unrelated plot, the world would be covered mostly in water. Land only exists in the form of groups of small islands here and there, only a very few big enough to hold much more then one or two villages or a small town. So a very much Waterworld-like premise, except that land is not just a rumour but exists in very small amounts. So the people are bound to seafaring in order to trade very basic goods. Accordingly pirates are not unusual.

I think we can have a fair amount of fantasy. Magic is always handy, and i like it better when there is more than just humans running around. Some (sub-)marine species would also add some spice to the soup.

I think we can have a fair amount of fantasy. Magic is always handy, and i like it better when there is more than just humans running around. Some (sub-)marine species would also add some spice to the soup.

Laws are generally enforced within direct UNA territory by the UNA Policing Department, which comes under the purview of UNIA. They are equipped with far less lethal weapons than the Peacekeepers, and receive less training, but they are effective at dealing with local disturbances. Keris has spoken.
Courts/prisons/etc. I have no idea about. MM might know.

A bit of both. The world used to be less wet, but the people didnt take it so badly that they roll around the sea on scrap parts. So athmospherically it would go more towards wind waker then.

DnD based is always fine with me. Since were all used to it.

See, now you're making the choice between the Pirate Plot and FI more difficult. On the one hand, pirates, on the other, prohibition era* mobsters.

Yes, I know WWI is before the prohibition era. But I don't think you could fault someone if they used a Tommy Gun.

I think there may be several parties involved. Rivaling pirate crews, and if anyone feels like it theycan even be a part of a Marine crew. However small those may be due to the thin infrastructures.

I was definately going to create one captain character.

maybe some eberron-like magical tec but nothing too far out. no magical wave motion guns. I dont want the pirate flair to be lost.
