I blame an awesome picture of the Raikage I just saw for this, but it's brought up a desire to play a strong as f*** shinobi who mixes ninjutsu with professional wrestling techniques Testosterone Poisoning is a given. But, I wanted to make sure that it was alright with you both for several reasons...

A) Because said character was going to be an older brother to Haruka, in my mind, and possibly a source where she learns some taijutsu from. (Aside from ninjutsu-enhanced taijutsu, he'd be predominantly a taijutsu expert) Also admittedly, an expert with the Lightening Release Armor or the technique's developer. Assuming I stick with lightening release, raiton users are becoming fairly common after all...

B) I'm not sure how much it infringes on both character's concepts, obviously it's still open to change. But the Kazekage also seems like a Mighty Glacier kind of guy, even if he takes after Armstrong more then the Raikage, so I want to make certain I'm not stepping on any toes before drawing something up.

C) Character, likely, wouldn't be introduced now but later when Kumogakure went up. Or not, who knows? The character is so fun it's hard to hold myself back.

I'll quote particular bits as they come.

Name: Chihiro Yukimora (first, last)
Age: 19
Class: High A rank Chunin

So, she's the same "danger" rank as any one of the Seven Swordsmen, but a Chunin? She should be at least a Special Junin, if not straight Juunin.

Fox clone: This jutsu can work in a few different ways. It can either clone Hiita into a maximum of 10 Hiita's, all of which will attack her enemy. Or, it can make Hiita look like Chihiro, which then makes it seems like there are two Chihiro's, and she even clone this and make multiples of her, one her, one Hiita, and the rest clones.

It took me a couple read throughs to realize she has a pet fox. You might want to emphasize that more in the entry. maybe have a mini-entry for the fox or something.
As well, if those are solid clones of the fox, this is actually two techniques. Shadow Clone Jutsu, and Man-Beast Clone (or whichever one Kiba used). Merging those two notably different techniques into one and calling it a "fox clone" doesn't really work that well.

Genjutsu: This her greatest are of expertise, she is able to not only mess with one's thoughts, but also their feelings.

Genjutsu fool the senses. They never directly "mess with thoughts" or with "feelings" (emotions, I'm assuming).

Flight: Chihiro can shoot fire out of her hands/feet and use these like a jet pack and fly around or even hover in the air.

...Okay, I'm going to point out that this should be very draining, no matter her control. Flight is not something that should come easy in Naruto. My Swordsman can do it...for short periods of time before he's totally drained. It's one thing if you said she uses small spurts of it to enhance jumps. But I'd ask you to at least stop and think about whether she should actually fly.

Ninjutsu: These being her second area and her being able to control her chakra well, Chihiro can do a decent amount of these jutsus.

That's...a lot of really powerful jutsu. Many of which would be draining, even with her control. Mainly because they're constant-effect techniques. Beyond that, you run into the fact that, if I remember right, there are certain minimum power requirements for things like the fireball jutsu (kiddy Sasuke couldn't do it for a while, and I think part of the reason was not having enough power to put in; it was internally commented by Kakashi that most kids who just graduated don't know it, because it takes so much chakra); things like the Fire Style; Serpent Tongue probably have a hefty minimal cost.

Genjutsu: This is Chihiro's greatest area. She can do a lot with these.
Clone: Makes 1-10 clones of herself. Though not real, they usually fool people.
Influence: Influences enemies thoughts, actions, feelings, and senses.

...If this is her "greatest area", she should have more jutsu here than in ninjutsu. As is, she looks like a ninjutsu specialist who dabbles in genjutsu.
Also, "Influence" is a.)way too vague, this should be lots of techniques, and b.)way too broad. Like I said earlier, I'm pretty sure genjutsu can't actually change thought patterns or emotions. They fool the senses, up to the point of perhaps causing the body to freeze in place (Kurenai's Tree Bind jutsu), or shove a huge load of tramatic images/false sensory sensations right into the brain of the target (Itachi's Tsukuyomi). Really, Genjutsu only control the senses. This can be used to fool the target into performing actions, but I don't think it can change base behaviors and thought patterns.

Taijutsu: Not her strongest area, Chihiro still is capable of doing some.
Flame Fist: Surrounds her fist in flame and causes burn damage.
Flame Kick: Surrounds foot in flam, causing burn damage.
Flame Run: Shoots flames out from behind her and bursts forward.
Also can do simple things like increasing her speed, jumping abilities, and strength.

For being her weakest area, this is still pretty beefy, so far as what it ends up doing. I mean, just increasing her speed, strength, etc with chakra (which is presumably how she does it) is a decent strength technique. Putting fire around her limbs? That's suggesting she's not really weak at all.

Conclusion
Right now, she comes across as a fire-jutsu user. As well, none of her ninjutsu are really "finesse" types, so good chakra control won't help much. As well, if she's performing some sort of solid clone technique with her fox companion...that's got a hefty cost associated as well. Because unless she's feeding it soldier pills, I don't know how the fox will be able to do stuff with its own chakra. Which would mean she's providing the juice herself.

I'd suggest sitting down and rethinking things a bit. I'd heavily recommend dropping flight, or changing it to more of a "jump boost" kind of thing. Either change her to Junin, or downgrade her abilities to something appropriate for a chuunin. Try fleshing out her genjutsu, keeping in mind that only directly physically applied seals have been shown to do anything like influence thought and emotion. Genjutsu "cast" using handsigns can only influence the target's five senses. If she's supposed to be a genjutsu focused user, drop at least half of those ninjutsu, and downgrade her taijutsu to something like "can give self slight boosts via chakra enhancement". And if her sai use is tertiary, like you imply with the "taijutsu isn't her strong suit", the she wouldn't be channeling chakra into the weapon anyways (and besides, that takes special materials, which would make the sai somewhat expensive for her).

Cohaku wakes up and gets dressed. He then senses the Kazekage's presence and decides to go meet him. He sits across from and greets him, it's at that time he probably notices Miragata and greets her with a smile and wave, "Hello there. My name is Cohaku. May I ask who you are?"

After a while of getting no response, Cohaku decides to meditate.

I've only just noticed this post, so my response is a little dated by now. Having read it now, there are a few aspects of it which are rather confusing. What exactly is happening in it? From a literal reading it seems to indicate that your character has woken up (presumably in his house), somehow 'sensed' the Kazekage's presence (despite this being a very rare ability even at short ranges) among the hundreds of others scattered all over Konoha, then wandered over to meet him. Is that really what's going on here, or is this a misunderstanding?

If that's so, then there's a problem: The ability to magically sense the locations of other people from afar isn't something that the vast majority of characters in Naruto can possess. Aside from nullifying a lot of IC strategies, it doesn't really fit with the way that the canon world functions.

Me: If possible, could you edit your post to reflect another method of coming across the Kazekage?

Somewhere, far from the village of Konaha, a group of six figures rushes through a dense forest. Two of them carry between them a seven foot long box. They leap and sprint through the forest at break-neck speed, dodging through the branches with skill befitting shinobi of high levels. As they run, a tree in front of them suddenly splinters and explodes, forcing them to disperse, coming to a stop and regrouping in a small clearing. The group’s leader a man with short silver hair and a scar along his face, looks back the way they came.

“Shin, Tzou,”

The two carrying the box nod in unison. Without needing further instruction they turn and vanish into the trees again.

“Shou, Rishida, go with them. Taka, we will hold her here.”

Two of their comrades nod and vanish after Shin and Tzou. Taka and the silver haired ninja wait for a moment before leaping apart as the ground where they stand explodes. A woman drops into the clearing. Taka and his leader nod at each other and throw themselves at her, drawing their weapons and radiating powerful charka auras. She slowly raises her hands as they rush in to meet her.

Shin, Tzou, Shou, and Rishida continue on through the forest as sounds of explosions issue from far behind them. Shou and Rishida’s eyes meet and Rishida speaks.

“They are buying us time. All that matters now is that the package makes it back to the base. Shin, Tzou, no matter what happens, you must not allow the package to be lost. Too many of our men have been lost securing it.”

The two carriers nod and the group speeds onwards towards their goal.

Some time later the four break from the treeline, coming to a stop at the top of a very tall waterfall that crashes unseen below. The land before them is split in a long divide, as if the earth had been pulled apart by some powerful being long ago. Sheer cliffs drop off on both sides of the deep canyon which stretches for miles in either direction. The waterfall nearby drops into the chasm where it feeds the lower half of a river that will stretch across three countries before emptying into the ocean. The four of them look across the divide at the far side. It is well beyond their reach and proves an impassable obstacle. Shou looks both ways.

“S***. We got off course through the forest trying to lose her. The crossing is miles back the way we came.”

He looks past the waterfall and at the split as it runs off into the distance away from where they stand. He looks the other way.

“S***.”

The trees on the edge of the forest line tremble and all four look nervously. Rishida and Shou step between the treeline and the other two.

“Go. We’ll keep her occupied long enough for you to get away.”

The woman from before emerges from the trees. She is fairly plain, aside from the letters L09 tattooed beneath her right eye. She pauses and takes the group in, her gaze settling on the box they carry. Shou steps forward.

“Listen, there is no reason to do this. We want nothing more than to make it back alive. Your organization is done for anyways. Soon there won’t be anyone giving you orders. Just let us go.”

“Shou, it’s pointless.” Rishida says.

“Come with us! We’ll offer you freedom. A life you won’t have back there. Surely there is something you want.”

The woman turns her eyes to him and raises an arm, holding her palm out towards Shou.

“Either you let us go, or we’ll ki-”

He is cut off as slender silver traces flicker through the air and his throat is slashed open, streaming a misty fountain of blood. His eyes go wide and he drops to his knees, gurgling and clutching vainly at the fatal wound. Shin tugs at the box.

“Let’s go, Tzou!” shouts Shin.

More silver traces and Shin's legs separate from his body in a bloody mess. Tzou tugs on the box, trying to heft it onto his back as he makes to flee. Silver lashes whip across his back, bringing him to his knees with a cry of pain.

Meanwhile, Rishida draws a sword and leaps at the woman, swinging for her neck. She sidesteps, striking the side of the blade with an open palm, causing it to shatter. She pivots and brings her foot up, slamming Rishida in the back and sending him crashing to the ground. He staggers to his feet and starts signing. More of those intangible silver streaks fly and his left arm goes sailing into the air, streaming crimson from the clean cut that severed it from his shoulder. He cries out in pain and staggers back. The woman regards him slowly, then turns and starts for Tzou, who has gotten once more to his feet and is making an effort to drag himself and the box towards the edge of the cliff despite the fatal wounds that have begun working their death into him. From behind her comes Rishida’s voice.

“Damn you… Damn you to hell.”

He finishes signing with his remaining hand and symbols scroll across his body, covering him with black ink. He charges her. She raises a hand and deep cuts lash at his body. But still he continues forward, the letters and markings on him starting to glow brightly. He impacts her, wrapping his arm around her and spinning to put Tzou at his back. Red flows down his body, pooling at his feet as the life bleeds from him.

“You may have…. Have killed me… But I’m taking you with me…”

His chakra swells like a fire, enveloping him and her. The blank expression on the woman's face breaks for an instant with panicked understanding as she tries to push him off, but it is too late. A high whine precedes the explosion by an instant, the only warning to the intense fireball that erupts from within Rishida’s body. The blast is powerful enough to disrupt the flow of the river for an instant, flash boiling the water and bringing a momentary pause to the torrent that rushes headlong into the chasm. Tzou is caught in the blast, propelling him and his cargo over the edge of the cliff, tumbling into the abyss below. A column of smoke and a slowly shouldering forest fire along the rim serves as the only tombstone for the four ninja and their opponent.

Not far from the village of Konaha, a long box drifts along the currents of a small offshoot stream, carried from some unknown starting place far to the north. It catches on a fallen tree and slides to the shore, beaching next to a small trail that skirts the stream for a distance. And there is sits, waiting discovery.

As simple as can be done. Proctor will explain the test, genin make post about answering first nine questions and how they plan to cheat/just that smart, then a post setting up and asking the tenth question with each player's responses to it (probably two or three as befitting the situation).
