Power points 4.0

I bought the PHB 3 for 4.0 and was confused at how they work... I saw it on some items and was wondering if someone else understood it better...

Non-monk Psionic classes have no encounter powers, they instead have at-wills that can be augmented with power points.

Items/powers with an Augment ability can have a boosted effect by spending Power Points when used. PP regen every encounter, and are received by
--Playing a non-monk Psionic class (or a hybrid)
--Taking a paragon or epic path that gives them (usually only available to the abone folks)
--Multiclassing to a Psionic class, and then taking the Psionic Dabbler feat.

If you don't have any PP you can still use abilities of items, but cannot augment them.

You have no encounter powers, just at-wills, dailys, and power points.
You can can spend power points to make your at-wills as good as encounter powers by choosing either spending 1 or 2 power points to make them better.
