Well looks like I managed to get everybody off the 'rails' just in time. I'm leaving for a week without internet tomorrow and I should be back next week Friday. In the meantime you can assume that Jane will follow along with everybody else, just drag her around. Anyr if you want you can take control of her till I get back if you want Jane to say some stuff. Just assume she's very skeptical of her own powers and those of 'kids' in general, but in the end she'll want to help out.

In that case, we should probably let everyone split up and act independently for a while. That way Lillith and Rhydeble can set their own schedule without having to worry about events overtaking them. Besides, it's not healthy for characters to stay solely tied to one plot all the time; A bit of unrelated wandering during the interlude could do them good.

Yes, but that's not something that would happen in the course of a single day anyway. Even with Jason's high potential, one session in a Testament machine isn't enough to awaken a new power.
Not immediately. Action in previous days can continue even if a new one starts, especially if it would be awkward to break off early. It's not unusual for characters to have two or more incarnations being played at once; Some in the past, some in the present. Regardless, there's no need to worry about being left behind by a sudden change; The clock will only advance if it's actually beneficial to do so.

Hi there! Another fellow here interested in joining up here - been following this since late February, but due to school load and work I haven't been able to keep up with existing RP commitments, let alone take on new ones. However, out for the summer now, and I'd really like to give this setting and RP a whirl.
Now, I don't know much about To Aru no Kagaku Railgun other than what I've picked up from this thread, your Wiki and the 'cannon' Wiki, and I'm not the most anime-adept person out there - my expertise lies more in Western comic books and cartoons, but I think I've got the gist of it from what I've read, and I might be able to hum a few bars here and fake it ;).
Anyhow, my idea for a character - well characters - was a pair of esper twins, one who can absorb kinetic energy - radiant, thermal, mechanical, sound, etc. - and the other who can then release that energy. I don't know if the dual character concept is allowed or what not, but I figured it was worth a shot here.
Also, why only kinetic energies? Well, try imagining how you would add or take away gravitational potential energy from an object... well, you could raise or lower it, or increase or decrease its mass, but then you're affecting the object more than the energy. Same goes with elastic, chemical, nuclear, etc. So, best leave it at kinetic, or flashy energy - for ease of classification and visualization.
Anyhow, this is what I have at the moment... like I said, I've worked on this for a few months here, so I think its solid, but you guys know more about the setting and the game, so have at thee!

Leah and Lev are twins from Houston, Texas. Their father, Norman Xavier, is a NASA electronics engineer who was recently transferred over to Japan to work with the JAXA as a consultant for joint projects. The Xavier twins have thus just arrived in Japan, and are still learning the language and the culture.
Appearance: The Xavier twins look very much alike, even at their current age. Both stand in at 5'3, with slim builds just beginning to develop into adulthood. They are both Caucasian, with dirty blonde hair cut shoulder length and dark green eyes. They both wear jeans and t-shirts as their usual attire, though the designs of their cloths are quite often different, with Leah favouring 'ironic saying' shirts while Lev usually takes a more artistic approach. Leah may also be found wearing a stetson on occasion, though she often finds an excuse to cram one on her brother's head so they continue to look much the same. The easiest way to tell the two of them apart is by their body language Leah is typically brimming with excitement and energy, while Lev is cautious and restrained, always holding back.
Personality: Lev's personality is defined primarily by his competing curiosity and cowardice. He's always wondering what's over the next hill or down that dark hole, but would rather create a camera drone and send it in than walk in and find himself in a world of trouble. He's a thinker, constantly planning, considering the safest, easiest, and most efficient way to do something, get somewhere, see something, or find the answers he seeks. Unfortunately, while his plans may work fantastic up to his objective with contingencies coming off without a hitch afterwards, he normally falls flat on his face; the ramifications of his actions are rarely considered, and he is often surprised at the effect he has on others. Lev hates getting into trouble with anybody, and will fumble over himself in attempts to apologize and appease those he may have offended. Still, despite all his caution and hesitation, Lev bows very easily to peer pressure, and will often find himself reluctantly giving into his curiosity if pressed.
Comparatively, Leah loves trouble. She relishes in pushing the boundaries, going where she is forbidden, asking questions that shouldn't be, and frankly pushing way to many buttons. Her youthful curiosity and enthusiasm often lead her into situations that could've been avoided by some thought and planning. Leah's something of a natural leader, one who makes friends and gathers followers easy. She will goad, egg on, and incite others to get them to follow her, and she has that aura of confidence that lends herself to being listened to. She will even try this with adult when attempting to get her way... though she doesn't seem to grasp that this likely won't work on most old enough to have a decent sense of self-confidence or worldly understanding. Leah is perhaps a little too confident for her own good, getting herself into trouble that she could've avoided if only she'd listened to someone else. When caught doing something wrong, Leah will do everything in her power short of breaking down and crying (that is just barely beneath her) to push the blame onto someone else... normally a dumbstruck and wide-eyed Lev, though sometimes she will cut her twin some slack and lay it on someone else.
Abilities
Physical Traits:
-Tae Kwon Do: Both Xavier twins practised tae kwon do for a number of years as an after-school activity, and thus both are moderately proficient in tournament-style sparing.
- Artistic: Both Xavier twins have a rather impressive artistic streak in them both are talented artists at their young ages, and they sometimes collaborate on sketches and comics together.
- Survival skills: Norman insisted his kids get experience in the great outdoors, and several summers worth of camping out in Colorado and Utah has given the Xavier twins decent knowledge of how to handle themselves in wilderness situations.
Mental Traits:
- Excellent Memories: Leah and Lev have excellent memories nowhere near eidetic, but strong nonetheless. Their recall of events, names, faces, and locations is fantastic, as is their knowledge of general trivia and useless facts they love their trivia.
- Tinkering: Lev knows a thing or two about fixing and upgrading electronics robotics is a slight hobby of his, and something he wants to work on when he gets older. This meshes well with his sister's prowess in:
- Programming: Leah loves her video games, and has taken on programming as a hobby in hopes of one day making her own.
-Nerd: Lev is a total nerd his heroes include Einstein and Hawking, he reads textbooks for fun, and is generally into most things science-y, and more specifically, anything to do with astronomy.
-Geek: Leah is a complete geek her heros include Picard and Adama, she memorizes seasons of television shows for fun, and is generally into most things science fiction-y, and more specifically, anything to do with space travel and exploration.
Notable Equipment:
-Laptops: The Xavier twins have matching laptops that they use in a myriad of pursuits from programming to wasting time watching tv shows or docs.
-Cellphones: Leah and Lev both own cellphones rather basic ones, as their father seems no need for the high-tech ones everyone else has. But they work as phones, and that's what counts.
-Camera: Lev carries around a dSLR camera and takes pictures of everything, being a bit of a shutterbug.
-Handheld Gaming Consul: Leah always has some form of hand held gaming device on her at all times.
Esper Ability: Energy TransferenceSpoiler
The Xavier twins share a sympathetic set of powers Leah can absorb energy from a certain area, and Lev can project energy outwards. The catch is that Leah must absorb energy before Lev can project it. The energy absorbed can be of any non-potential type radiant, electromagnetic, or thermal, for example and the energy that Lev releases doesn't have to be the same type, just the same amount of energy in joules.
Level 1: Leah can absorb small amounts of energy enough to snuff out a small candle or dim the lighting in a small room. Likewise, Lev can produce that same amount of energy. The draining or generating takes some time, and a good deal of concentration, and cannot yet effect mechanical energy. The range is short, only about 2.5 metres, and limited to what they can see or feel. The Xavier twins mental link is at a basic level strong emotions only.
Level 2: The Xavier twins absorption and production happens more swiftly, and to a greater degree than previously, and can begin to affect forms of energy they cannot see or feel, but understand to be present such as electromagnetic. They still cannot affect the kinetic energy of objects in motion due to the strength of the forces involved, but Leah can drain an MP3 player or cellphone battery in seconds, and Lev can begin to recharge electronics if done carefully. The range has expanded out to about 5 metres. Their mental link now involves basic thoughts and more complex feelings.
Level 3: The Xavier twins can begin to affect kinetic energy Leah can take the motion from an object, and Lev can impart energy into something else for example, Leah can slow a fall, or Lev can grant a stationary box movement and toss it across a room. Their control over light and heat has improved to the point where they can cause measurable temperature and luminosity fluctuations over a larger area, or even ice or fire in a rather small area by freezing the water in the air or causing combustion of the oxygen. Control over energy expands out to about 25 metres, and basic words and images can be transferred through their mental link.
Level 4: At this level, the Xavier twins can generate their abilities much quicker, in certain cases even reacting to events and actions instead of relying on preparation and concentration. Their abilities have expanded to even forms of motion such as wind or sound, for example Leah can calm a wind storm around her while Lev can generate a sonic explosion. Additionally, their ability to absorb other forms of energy have improved Lev can generate lightning bolts, while Leah can coat surfaces with a layer of ice. Their control over energy expands out to 125 metres, while their mental link now includes real time communication.
Level 5: With this level of mastery, the Xavier twins can almost immediately effect the ambient energy of the area, and to remarkable degrees Leah can surround herself in a storm of darkness and frost, while Lev can create an explosion of light and fire. Leah can even drain energy from biochemical reactions in other people, while Lev can replace someone's need for food by supplying the energy they need to function though cannot supply the required nutrition. Only potential energy remains beyond their ability to effect, and that's only because of abstract nature of those forms of energy. Their control expands out to over half a kilometre, and their mental link basically allows the two to function as one composite being.

An interesting concept, to say the least. I don't see any particular problems...
Incidentally, I've got some ideas for a new character, given I'm not going to revive Tsubasa.
One of my ideas is a Telepath who's very powerful (if it goes past proof of concept, at least Level 4, perhaps 5), but is not only mute, but a bit awkward around others- mainly due to the fact that either she has to 'speak' with sign language- which not many understand- or directly project her thoughts to communicate- which can make people uncomfortable, and she hates that feeling.
Character development would be getting a bit out of her shell. Of course, the problem is that we already have a Telepath on the roster... apart from the fact that she's going to be challenging to get engaged in the plot, due to her somewhat shy nature.
That said, it could be an interesting plot if she is a Level 5- all the rumors are that she doesn't like to be in public because she's arrogant, then there's the reveal that it's the girl in the class that's shy and never speaks.

Welcome to the game. If you're looking for a brief overview of the setting, this thread's first post contains a decent one. For more specific information, the wiki is a good place to start. It has plenty of information on the various factions, locations, and people which form the core of Academy City, as well as example character sheets. It also contains a very thorough power creation guide, which should be useful if you're planning on making an Esper.
Of course, the wiki likely won't answer every question that occurs to you. For those, feel free to ask in this thread. That also goes for the posting of your character sheet, once you feel comfortable enough to create one.
An extremely thorough and well written composite character sheet; I honestly can't see a single problem or concern with anything in it. Barring any objections, it seems as if the twins are ready to enter the game whenever they like.
Okay, there are a few problems with this idea: Firstly (as you yourself said), we already have a Telepath in play. Not only that, but much of her development also revolves around social awkwardness and discomfort with the use of her own powers. For the sake of avoiding overlap, perhaps it would be better to choose a different power for the character.
As for the high level...Well, we've already been through that once before. So as to avoid pointlessly repeating the earlier argument, could you please just let the previous ruling stand?
