Well yes, but then IC it'd make sense to have the council vote on decisions as a whole after that and we're back to square one.

And the evil vampire mages. Speaking of which, Ghar does have the normal vampire vulnerability set, right? Sunlight, garlic, holy symbols, ect? For instance, would a silver holy symbol shoved into his brain kill him?

Holy symbols work just fine though. But that would be challenging. And there has to be someone who holds the faith of the deity the symbol represents present.

Fun fact, the person who Ghar is around that has the best chance of killing him is Quinn. Being a paladin and all that. I still wouldn't try and take him in a straight fight if I were her though.

Most magical systems work off the idea that something needs a physical analog to remain permanent - the idea behind enchanted items. It may take a while, but a spell that isn't specifically built to be permanent, like curses, shouldn't be permanent

I'd say yes, eventually but I'll leave that up to the spellcaster

depends on the basis of the spell, divine you could argue only works on faith (aka, put a question of a doubt in the mind of the caster and slip away in the small moment the spell fails)
dresden files works like that for magic, but i can't think of any others right now

Seems to me, that as Jasper is using a reality re-writing artifact, and has spent the better part of two days working on the teleport, that it should at least have a good chance of succeeding.
