As I believe I've mentioned several (dozen) times on this forum, All My Friends, by LCD Soundsystem, is the only song that's ever managed to affect me enough to have me in tears. Honorable mentions go to Portishead, Bon Iver, and of course Mountain Goats. (inb4 Vaynor)

Puccini, Un Bel Di from Madam Butterfly
...which, along with Nessun Dorme, are the three pieces guaranteed to get me a bit teary.
It's actually a lot harder to peg down "most emotional" for more jubilant moods.

The Fiddle and the Drum is one of the few songs that can consistently bring out a powerful emotional response.
There are other songs that hit me at particular times and such, but this one gets me every time.
If you get there before I do has been a recent thing since both of my grandparents passed fairly recently and the song does a fine job of capturing their attitudes about death.A man who dies fighting with his principles intact dies in glory. To expect enemies to follow the same code of honor defiles that honor, reducing it to a set of arbitrary rules.

There are some good ones, but I'm going to go with songs I listened to in my younger, more emotional days. Don't worry, no MCR or Green Day.
Seeman was especially relevant when I was loneliest.
The OTHER emotional Cowboy Bebop song.
Sleeping beauty waltz.
I'm sure I'm the only person who gets teary from that last song. Backstory is that I proposed to my fiancee in a hot air balloon over the fireworks at disney. This will be our first song at our wedding reception. I could ramble on and get all mushy, but that's the gist of it.

In my extreme niche, the song that moves me most is the theme for Madness Consternation. The first time I saw the movie the music ran in perfect time with the action, adding pathos to the series for the first time. In the same vein, the theme to Madness Abrogation mixes in the older track to change the theme from dicey and terrified to bold and victorious. (it's not often I spontaneously head bang, but when I do, it was to that song).
The soundtrack to Batman Begins is similarly awe inspiring.

For a song that has no problems making me cry? Counting Crows - Raining in Baltimore. It's a sad song on it's own, but it has the extra weight for me of having been the song playing on my stereo when I got the news my grandfather, who was my hero, had passed away. Now, I can't listen to it without tearing up.
For a song that has no problems putting me in a good place emotionally?
They Might Be Giants - Birdhouse in Your Soul. Every time I hear it, I just grin like an idiot because it's so damn fun. Plus the lyrics are, in classic TMBG style, completely absurd and the song itself is infectious. Honourable mention to Exquisite Dead Guy & Mr.Me by TMBG as well for always maing me feel better. Actually, TMBG makes me feel better.
If I've come home from a bad day at work or some other negative emotional state, I put on TMBG and I find it impossible to be in a bad mood. So, in a way TMBG is the most emotional music for me, it just happens to be an incredibly positive emotion. :)Avatar by Simius

There are few things I love more than computers and robots.
By "forgetting many others" I meant other songs, not other Kraftwerk songs.
This is the only of theirs that affects me emotionally. The simple, whimsical, wistful sound of it is so perfectly captures something, about the past and the future, and my connection to technology, though I'm not sure I can say what.
Here's another example of a very emotional electronic song, I think.
