Agreed, but he's Jim's NPC/cohort. That makes him as much a part of Jim's character as any other piece of equipment (and perhaps I should have ""controlling" rather then "playing.") He should not be taking action without be directed by Jim, and yet we've seen him apparently take the lead already on a couple of occasions. That's either Jim's roleplaying, or the GM is railroading.

Well, in all my games, cohorts are universally controlled by the DM. The player may give orders or suggestions, but the execution of said orders are up to the DM. It makes sense, too. The cohort is a separate being, and unless the player is dominating him psychically or through magic or something, he's for all intents and purposes a true NPC. And I know my group isn't the only one who runs it this way.
In reference to the comic, it seems fairly obvious that the DM is "playing" Frasierbacca.Awesome fremetar by wxdruid.

Yeah, in games where the GM actually likes playing as many NPCs as possible, and wants even "purchased" NPCs to be treated as characters and not...well...the way players usually treat NPCs, they will generally control cohorts, animal companions, etc.
I think that's even technically the rules in D&D, but a lot of DMs ignore that for the sake of making things easier on themselves and their players, unless they are really big NPC actors like the Darths & Droids GM.Spoiler

I like the way GURPS does this - Allies and other NPCs you buy with character points are controlled by the GM, but are specifically protected under the normal "do not **** with the things your players spent points on" guidelines as, say, signature equipment or whatever.
Of course, the GM can just ignore those rules and be a jerk, but the GM can do that anyway.

my party just got a small medieval town handed to us to rule and I just so happen to be the commander of the newly formed Watch... Should I inform my men to first knock the suspects down before announcing their presence or just to watch out for trigger happy vigilantes?

Inform them that any groups of travelers that number four or more, each carrying distinctly different equipment assortments, are to be cooperated with whenever possible and avoided at all other times.
