Since the brittle gossip episode we know that a physical essence can affect the magic of an unicorn. In that episode it was just the random effect on Twilight, but it proves that it's possible. Maybe police ponies uses some kind of pepper spray that disables a unicorn's magic. Or they use special spells. Unicorn magic is usually limited to a certain field. A unicorn in uniform might have the special ability to chancel magic.
