If I can be serious, a little hackjob handwaving at the start is a small price to pay to get this plot moving. Justin is the only character with even a remote chance of getting this plot on the road in time, and it's too interesting a setup to let die now.

Oh right. That was a long time ago. Hmm... my only other idea is for Watch to borrow one of HALO's members. Such a serious organization has no desire to be affiliated with a group that does nothing but curtain... but if Watch asks nicely I'm sure HALO will make an exception.

Pfft, right. Watchtower doesn't quite rival HALO in terms of curtains to doing their job ratio, but it comes close.

Either way, if Justin is available for it, we're set anyway. I guess the rest is up to you, Happy, Wolfy and Reinholdt, as their chracters also take part in the first phase of the plan.
