Not Caring About Those Perk Things: Perks or other statistical effects do not apply to the character.

In short, I'm not going to apply perks or such to my characters. They're more than sets of numbers to me, and I want their abilities to be flexible, not flat statistics.

I just use it as part of the character growing stronger while they develop, more of a flexible number than a set value
Besides that I like fallout's leveling system too

If I don't give a solid number on how many bullets or caps my characters have, I might just just play as if though they have an unlimited amount of both. Which would be unrealistic in the role play given the setting and the importance of the two items. [applies to other things as well, like rations, water, etc]

It would work just like a show, you simply have enough unless they're in some special circumstance (Ex: low on caps cuz of some plot event, very long fight or some long travel without resupply, etc), I think it's up to the player, if you want a set amount of bullets, it's ok, if you want unlimited, ok too!
I think is fine as long as it doesn't get as ludicrous as a single character winning against an entire army of enclave troopers with just a 9mm pistol and the usual amount of ammo bough in a shop, if used seriously.

I'm personally trying to go for a slightly more gritty experience with my character. Keeping track of bullets, gear, caps, injuries, et cetera.

Not quite a Hardcore Mode or anything, but more serious and realistic than just happy-go-lucky playing around.

I'm actually doing the same, but also keeping track of perks and such, not as set real advantages, but as part of character development. I see it as fun, just like in the videogames

I do that too. It makes for a more fun and interesting experience!

Oh well. Honestly, I was at a loss for what to do. Leaving to go look for the caps wasn't an option - it was probably a trick or a trap. But torturing or threatening them for info wasn't an option either - it probably wouldn't work, it would remove all other options from the table, and it wasn't something my character would do. Unfortunately, every other option had been exhausted.

So yeah, Benson made things "worse," but he also kept me from staring at my screen in frustration for several hours.
