Well, it's a new effect, and unfortunately, I can't go on Outpost to check for you until I get off the school network.

It's an okay effect, though somewhat subtle. On a demoman hat, that means that the price is probably going to be somewhat lower. This is balanced by the fact that it's a new effect, and thus is worth more. There's no real theme to the hat, either.

Just guesstimating, I'd say to try to shoot for 2.5-4.5 buds. Put it up on outpost, wait for offers, and see what you get.
