Because it doesn't work the way it's meant to. You can argue that monks not having UAS proficiency (though I think someone somewhere worked out they actually do, but let's ignore that a moment) isn't a dysfunction. It doesn't actually break anything. I mean, technically, drown healing doesn't break anything: it neither stops the game in its tracks nor makes an option pointless. It just works in a radically different way to the one it's supposed to:

The description in the table is probably incorrect.

The basic issue is that the chain power is clearly meant to work with the Rays - but it's not clear that it actually does (It can be argued either way, and in the strict reading of the rules it doesn't). This is a dysfunction.

Whereas it does work with Weapon of Energy, but the feat then contains some clauses which don't make sense in that context. This is a dysfunction.
