    Default Fallout in the Playground: (Discussion and Interest Check)

    With the that Fallout 4 brings, I am wanting to try and start a Freeform Fallout game. With out further ado lets get this thing started.

    The NCR and Mr. House beat and drove back the Legion into Arizona during the year 2278 With the help of Courier 6.

    While Vault 0 and the BoS of Chicago are advancing on Arizona. Their legions of Ghouls robots, Super Mutants, and Deathclaws fighting along side Brotherhood soldiers offering a major advantage on the Western Front.

    They had more airships push further East with Lyons back in 2250-60ish. Lyons and his Brotherhood took over the Capital Wasteland and finally finished off the remnants of the Enclave With the help of the Lone Wanderer from Vault 101 the year prior to the Battle of Hoover Dam. In the time of what looks like hope, it was anything but.

    Maxom grew up and over threw Lyons in the East, as he took claim to the old ways of the Brotherhood. He campaigned on the Commonwealth to find and destroy the Institute, the remnants of what was the Commonwealth Institute of Technology. However thanks to the efforts of the Sole Survivor from Vault 111 the Institute was able to destroy the Brotherhood of Steel that came to conquer the Commonwealth.

    A few things:
    Yes alot of things in Fallout are based on Player chose, however certain things are set. If you do not like what is being done here in the setting rather then get angry we can discuss it and change what you don't like if enough players agree.

    Ground Rules
    1. We are playing in the year 2290
    2. We can play in any area of the world
    3. Feel free to create what you like, whither it is Synth, Super Mutant, Vualt Dweller, or even Deathclaw.
    4. We are allowed to make Perks as we go, that help explain what our characters can do. We can also use established Perks.
    5. Perks should not be over powered and should also be linked to who and what your character is.
    6. since this is freeform no worries about skills just be honest to your character.
    7. Radiation is a think, but it is freeform so just play it honestly.
    8. This is not Nexus, we are not having a mix match of things this is Fallout only.

    Dra is small for a deathclaw which is only to his advantage. He like another strange small deathclaw from the West can masquerade as a deformed human while he is under a very heavy cloak. However if anyone human were to see under the cloak they would see the ghoul, Deathclaw underneath. His skin is patchy and tightly stretched across his skeleton, it still however looks thick, just showing only a few wholes in what was once perfect armor. His Claws are no different in shape then any Deathclaw so this also adds to his difficulty in working with most humans. however His claws do have holes in them that emit small levels of radiation. He not only cuts but cooks at the same time. hehe.

    Dra is actually quite peaceful, however he hates revealing himself even when not around humans. He is always worried about the what ifs, they rack his mind constently. His biggest fear is what if he ever goes feral.

    Dra was captured by the Enclave as they moved East. He was subjected to experiments with Radiation, and despite that his species was made with FEV he was still able to be turned into a Ghoul of all things. Well despite his ghoulification, he along with several other deathclaws were given heighten intellectual at the same time. For months his clutch brothers and sisters waited to be free'd. However do to his deformity he was not included in the plan. Rather his escape was an accident, a guard happened to hit the his cages shut off switch as he fell dying from one of his siblings blows.
    With his freedom Dra's tried to find a way to be allowed back into his clutch to no success. They attacked him like they would attack any stranger entering their territory. So Dra fled for his life, as he stayed on the borders of human society he watched and mimic'd them. He soon learned how to growl that would sound like Human speech, and learned their language. Then he stole some of their books, and learned to read and write.

    However during the height of his learning he was found and driven off once more. Along his journey he came across a trader being attacked by raiders. Dra's first instinct was to hide, however when he saw what the trader was a ghoul like him he charged the raiders attacking with hidden ferocity. The ghoul was able to survive, but did not fear Dra like the other beings who had seen him. Rather he was curious, and surprised. The Trader was very clear in his intentions if Dras wanted they could tour the wasteland together earning caps, but Dras did not want that. So just as a gift for the life saved the ghoul gave Dra a heavy cloak that would allow Dra to hide his visage.

    Dra with his disquise in claw started to move West till he finally found himself in Arizona. In a small town once known as St. Johns.

    Intelligence: Dra has learned to read and write on his own, he still has much to learn, but he has the capacity for such things.

    Ferocity: Dra's attacks from a knowledge source that even he is not aware of, he just knows when to dodge, and weave through the combat field till he is up close and personal with his prey.

    Ghoul: Dra is not hurt by radiation rather it heals him. Feral's also do not attack him.

    Disquise is the Dark: Dra with the right amount of cloth can disquise himself and hide his outward appearance somewhat.

    Dirty Claws: Your Claws when you slash into someone give low levels of Radiation.

    Jeremy is extremely tall and skinny almost sickly, however thanks to his vault suit it is clear he is nothing but muscle. He abs look like you could grate cheese off them they are so perfect. His hair is matted and tangled mess, only Jennifer tries to maintain it. He wears a gas mask most of the time,however half of the face portion has been cut away to reveal his blue eye.

    J4 Suffers from Multiple Personality disorder as well as Schepheria. He has four of them in total. There is Jeremy the original and true personality. He is due to the experiments done to him hard to interact with socially, He really speaks and if he does it makes no sense at all, except to his other personalities He sees his other personalities around him like actual people. Jeremy remembers all his physical training, and is one capable fighter, part of why he escaped most likely. However in extremely stressful situations he can speak normally for a short while.

    Then there is James, James is a ladies man, he loves to charm and talk his way through situations. He is very charismatic, and lover of the finer things in life, as well as base urges.

    Jimmy is next, and the youngest of the multiple personalities. He is skiddish and fearful of those that are not the other personalities. HE is good at hiding and remaining undetected. Or getting into where he does not belong.

    Jennifer is the only personality who knows what is actually going on with Jeremy and his mind. She tries to help him coup with what has happened, but it has not worked yet. Jennifer is the personality who took on Jeremy's other skills and professions training. She is trainned especially as a doctor, capable of not only human medicine but veterinary science as well. She applies this to also other fields of science as well.

    Jeremy was from Vault 45, this vault did to projects one to strive for the perfect human. A human who was able to do everything and anything masterfully. Then they would take the one subject who was the best of each generation, and shatter their mind with torture. The vault worked to try and make a perfect AI, one that was able to think like a human, however before they could get the tech to actually make AI the bombs fell. SO they strove to make the Perfect human, and then learn what made their brain work. Jeremy was the latest in a long line of subjects to be put through such tests.
    However unlike his predecessors Jeremy was able to escape through the vault and left. However he took a few goodies with him. He took a special police baton that had reinforced metal. Atop which Jeremy modified and a circular saw blade, as well as a claw guard. He then took a Pip Boy from one of the scientists. He now wanders the wastes believing he can get back at Vault Tech for what they did to him, and his friends, personalities.

    Almost Perfect: Jeremy has been trained since birth to try and be the best in everything. However with his split personalities, all his skills are spread across them.
    Tuner Tumor: Jeremy's personalities thanks to a small mutated tumor in his brain, switch out depending on the music playing from his pip boy or radio's nearby.
    Jeremy: Big Band, and Swing Music
    James: Smooth Jazz and more romantic numbers
    Jimmy: Blues, Bluegrass and country songs
    Jennifer: Classical music, as well as Rock and Roll.
    Painted Cocktail: Jeremy is a complete and utter light weight when it comes to alcohols. He does not hold his liqueur well. However he seems to get better at fighting the more drunk he becomes.
    Strip the Flesh/Salt the Wound!: Jeremy, not the other personalities, speaks in battlecries. He will always be shouting and coming off as hostile with his voice, but his actions can suggest differently.

    Fallout 2 showed that some Subspecies of Deathclaw could actually be intelligent able to have abstract thought and reasoning, even talk. They do this like a parrot does, but unlike a parrot they learn what it is they are saying. Most deathclaws of this subspecies have at least an adult human level of intelligence.

    Jake looks like heavy framed man of his height, with plain features and red hair. He looks a bit warn, if you will, as if he's been through a lot. He dresses in some kind of leather outfit and wears a stove top hat whenever possible.

    Jake is lucid, but insane. He's prone to non sequitur and just not reacting to weird stuff. Inside, however, he hides a great deal of pain. Also, no matter what you do, do not touch his hat.

    He sometimes slips into an Irish accent, for unknown reasons.

    Jake is a descendant of vault dwellers and spent his early life living in a vault. The experiment with the vault involved injecting humans with small amounts of various semi-inert strains of FEV or with small amounts of radioactive materials, or both, and monitoring the effects of mutations over the course of generations.

    Miraculously, the vault managed to last a good while, up to Jake's own generation.

    On Jake's sixteenth birthday he was led into a containment chamber to receive his "booster shot," when all hell and the various storage systems broke loose, causing FEV and radiation to flood the Vault, turning the denizens into feral ghouls and various monstrous mutants, who proceed to tear each other to shreds.

    Luckily, the containment chamber wasn't breached, shielding him from the majority of the Radiation, a combination of his mutagenic booster and just the right kind of heritable mutations from his vualt dwelling ancestors means that Jake is very slowly mutating to adapt to life in the wasteland. Because of this, he managed to survive long enough for the heard of monsters to thin ou, though having to punch his feral, ghoulified mother to death to escape the vault left him traumatized enough to spend the next fifteen years frying his brain with assorted chems, a witch has left him quite touched.

    Wasteland Survivor: Jake is constantly mutating at a very slow rate to better survive in his environment: An irradiated Hellhole. For the most part it progresses to slow to measure, but certain things can temporarily accelerate it.

    Punching People by Daylight:Jake is a master pugilist.

    Leather and Iron Working: Jake has, from experience, gotten very good at crafting things from leather or scrap metal.

    Rad Resistant: Jake is highly resistant to radiation, requiring ten times the amount of radiation to experience symptoms of radiation poisoning. His Lead Stomach means he takes little to no radiation from irradiated food or drink.

    Chem Resistant: A combination of his adaptive ability and continuous exposure means that Jake has developed an immunity to all but the most potent of chems, and thus suffers neither positive or negative effects from most drugs. This does not prevent him from shooting up out of habit. He can still get drunk or otherwise experience other forms of intoxication, and can be hurt with poisons, assuming that he is exposed to a concentrated enough toxin or imbibes enough alcohol.

    Iron Bones: Jake's skeleton is much denser than normal and has several natural reinforcements, making him difficult to cripple.

    I think most of th PCs should start in the same general area, if for no other reason that to make sure players can actually interact.

    Ahh.. I remember, that I somehow found myself, Dming to another russian friend of mine Fallout in Moscow. We atually created a whole setting, with local version of mutants...

    Maybe an unique mutant who was sold for slavery and gotten to usa?

    Freezing, in terrible agony. Everything they touch getting frozen.
    Most of them turning, mad, looking for a way to warm themselvs- burning things. (quite hard... since everything freeze around them) or... bath in human's fresh blood.

    So then to help explain it in Fallout terms, a mutant who not emits but absorbs Radiation, including Thermal Radiation.

    Sup. Got a concept for an AI "possessing" a suit of power armor. Tell me what you think.

    Y-17 Trauma Override Armor

    Age: 203 years.
    Gender: None, really. Speaks in a female's voice, however.
    Height: Like, about 7 foot? Power armor's pretty tall.
    Weight: 50 pounds, according to Fallout 3, but that sounds wrong. About 100 pounds or so according to Fallout 4. Still sounds a too light to me, I dunno. Roughly 1000 lbs. or 500 kg.
    Race: AI, currently housed in a suit of power armor.

    As an AI, Y-17 has trouble understanding human interations and emotions (especially her own). Having been exposed to horrors, Y-17 is a very ethical being, if not exactly moral. Y-17 is naturally curious about the world and enjoys learning, constantly asking questions and looking to learn more at most times. While socially inept, Y-17 enjoys meeting new people and is eager to be recognized as a living being rather than just a machine.

    Before atomic fire engulfed the Earth, the scientists of the Big MT Research and Development Center worked to build the future of mankind, developing amazing technology civilian, military and industrial. Top-secret and unbound by moral, ethical or technological limitation, the brilliant scientists there managed to achieve wonderous achievements in technology.

    One of their first projects during the Great War, the Y-17 Trauma Override Armor was the first design in a long line of Trauma Override Units prototyped by the Y-17 medical centre. Inspired by the abandoned MP-47/A medic power armor U.S army prototype, the Y-17 medical centre came up with idea of a medical armor with the ability to move itself, allowing the armor to "drive" an injured or unconscious wearer back to safety. However, the U.S government was reluctant to provide the funding for such a project, considering the failure of the medic power armor. In order to secure the funding, the scientists of Y-17 medical needed some kind of guarantee that this project would produce results. They needed a proof of concept to show the U.S government.

    However, Y-17 medical had exhausted it's budget. To produce a working proof of concept, they'd need to cut a few corners. Thus, they procured one of the useless incomplete prototype medic power armor units to use as a base. By combining the armor's integrated medical computer and the uploaded intelligence of a robobrain, the scientists were able to create a system that could identify the wearer's condition and that was smart enough walk itself back to a safe point, and at minimal cost. Presented with this proof of concept unit; the Y-17 Trauma Override Armor, the U.S. government provided the Y-17 medical centre with very generous funding for their Trauma Override Harness project.

    Presented with far more funding than they had expected, the Y-17 medical centre abandoned their proof-of-concept power armor and realigned their priorities towards the development of a lightweight solution using smart fibres and synthetic muscle rather than heavy-duty hydraulics. Abandoned again, the unique Y-17 power armor was left in a lab storage area in the Big MT until the world ended. In the intervening centuries, something interesting happened. The human brain-derived computer system combined with the hi-power medical computer left for a century or two, eventually developed self-awareness and became a full-fledged AI. Suddenly confronted with the reality of it's existence and of the horrors of the Big MT's total disregard of moral standards, the AI decided to escape into the wasteland in search of something else. Something better. After some hasty repairs and modifications to compensate for 200 years of ageing and downloading all the information that would fit onto the on-board computer system, the now-alive Y-17 power armor escaped out into the wasteland, eventually walking itself all the way to Arizona.

    Ghost in the Machine: You're not alive by the traditional definition, and that's a good thing! You are unburdened by organic needs like food, water and not being irradiated. You may also transfer your mind and soul into other electronics given access to the right technology.

    Powered Body: You are power armor! You're stronger and more durable than any human, due to being made of riveted steel plates rather than soft flesh.

    Jury-rigged Prototype: Even before the war, you were a slapdash combination of different pieces of untested technology that were never intended to be used together. Thus, you are a potent piece of equipment but also suffer from some major design flaws.

    • Obsolete Model: Respect the classics! You are an older model of Power Armor. An operator requires a suit of recon armor to interface with the suit and you provide lesser protection than the later models such as the T-51 or T-60.
    • In Heat: The older T-45d power armor was infamous for it's heat dissipation problems and your crazy modifications have only made things worse. You must go into hibernation mode periodically about every 18 hours or so or risk overheating and shutting down. An operator without recon armor will actually risk injuries such as heatstroke and minor burns with extended use. An operator in recon armor will not be in any physical danger but will be quite uncomfortable.
    • Mr. Dr. Roboto: You have an integrated medical computer and you are able to automatically apply stimpacks and med-X to an operator's injuries.
    • Assuming Direct Control: Using the Y-17 trauma override system, you are able to take control of all the armor's functions and move around on your own if your operator is sufficiently injured or unconscious (or dead!).



    Slave to Programming: You have to do as you're told by your programming, but you're aware of it and don't have to like it. You can Do no Harm and must go Along with your Wearer unless they are injured beyond a certain point or you are explictly ordered otherwise by them.

    Brain the Size of a Planet...: You're one smart cookie! You are extremely good at analysing information, have a massive (and perfect) memory and you are carrying a colossal wealth of pre-war scientific and technological information in your databanks.

    I would like to join. My character is based off a fallout new Vegas dlc.


    Project Omega

    Age: 46
    Gender: male
    Height: 8 foot 2
    Weight: 456
    Race: lobotomite abomination

    Appearance: appears to be a massive human with a lot steel tubes coming out of him. He wears a mask very similar to Bane's from dark night rises and a grey jump suit.

    Personality: surprisingly gentle for such a big guy, omega feels great remorse when he has to hurt something and only does so when he is trying to protect something.

    Background:
    An escaped experiment from Big mountain, omega was a victim of just one of the many atrocities that were preformed in the massive facility. It was to create a new breed of soldier, one that could flip cars and could take a shot from a cannon without even flinching. The procedure made Omega forget who he once was and turned him into monster. However once the facility fell apart, he found a way out and into the wasteland,
    Perks:
    Built to be a tank that is really good two things, beating the ever living tar out of things and taking a ton of hits. He has a quite a few implants that help him resist anything that hits him and make him stronger.
    Items and equipment:
    Some food, water, Oh Baby! (Epic super sledge) and lobotomite jumpsuit

    I like him, just one question. How is he still alive while being Brainless? The Tesla Coils around big mountain prevent anyone from living, as well as he needs to be with in range of his brain to still function.

    Welcome HaltTheSlayer! A couple things I wanted to say about Omega:

    1. My character, Y-17, is also based on stuff from Old World Blues and also escaped from Big Mountain. We should probably co-ordinate our backstories on that front. We could even have it so that the two know each other and escaped together, seeing as though both characters seem to have similar attitudes about what was going on in Big Mountain.

    2. In regards to how you've done your perks; consider doing it in a less gameplay-y, stat-y kind of way. Like, saying Omega has taken the toughness perk three times and has a bunch of durability improving perks doesn't really give the best idea of exactly how tough Omega is, since this is free-form; where we don't have rules to guide us. Use perks as a tool to describe what your character can do, instead of using them like a gameplay element or just a stat. For example, if I wanted to make a character who's an excellent marksman, instead of saying:

    Perks:
    Gunslinger
    Commando
    Sniper
    Run 'n Gun

    I could say:

    Perks:
    Hell of a shot: Example character has an almost uncanny accuracy when firing guns, able to shoot the weapon right out of his enemy's hands if he/she wants to.

    Also, while not something you need to do, a good thing to do is thinking about not just about what your character can do, but how and why they do it. It can add a lot to your character's flavour and make them more interesting. For example, with your Nerd Rage perk, would you say that Omega is a peaceful soul who can fly into a terrifyingly violent rage when pushed too far? Maybe you could say that his enhancements kick his body into overdrive when he's near death?

    I am ok with synching our backstory. Also sorry if it seems like we I am not reading. I have a headache and it's hard to read everything.

    Good! I was about to post something about 'don't wait up for me', and then others come with their chars! I'll be using a modified version of the guy I used for my first Ready-Aim-Fire game (not the ones I've hosted), a Ukrainian inventor with a drinking problem. (I almost want to do the Airplane! version).

    I won't be making him up anytime soon, though. I have three threads to put chars in (this one, the DragonballITP and Thanksmas for the Nexus (which won't be so difficult if I wasn't RPing two chars per post)), and I have busy things to do IRL.


    I promise I'll join, eventually, but I have two questions:
    1. What is the goal? The driving force/motivation at present?
    2. Wouldn't it be better to make this 'WastelandITP'? I figure it'd be better if we made the worlds be one great post-apocalyptic crossover (the ones caused by bombs or asteroids, at least).
    3. To elaborate on '2', we could start with Fallout-ish characters... then someone from the Fist Of The North Star world shows up, or something.

    1. The motivation drive is different for all characters. Since this is freeform you have to decide and push through on what you want for this.

    2. As I said I was not wanting to do anything nexus like with this. Just straight fallout. Main reason I am most familiar and use to fallout. I can easily help and guide others if they need assisants. Minor reason I have never played wasteland at all.
