Morph 1, metamorph 1 (human form)
Your metamorph form has the same number of point to spend as the normal form, but here is the dirty little secret. you don't have to spend all of them if you want your metamorph form to be weaker.

Well, if you want to go human -> dragon, you can build a relatively normal human, and then bundle all his dragon powers together with the activation flaw. But Elderand is right, metamorph is probably the simplest solution.

Since the main (dragon) form is going to be bigger will I have to spend points in shrink in the meta-morph form?

No, everything default to adult human standard.
That is to say, your dragon form will have ranks of growth, probably with permanent modifier and innate since it your natural size.
Then when you get metamorph, your second form default to normal human so no need to buy shrinking.
