Increasing the level of a demoralizing effect

I have an intimidation based character but all I can do by RAW is make people shaken and going down the Deadly Strike path makes that ok but what I want is to make people Frightened or Panicked.

So, I wanted to make an item to mimic the Thug's "Frightening" class ability: http://www.d20pfsrd.com/classes/core...rchetypes/thug

Is there any Magic item creation rules for getting something like this ability? I'll accept any Jurryrigged way out there. What I want is the ability to make an intimidation check to worsen the fear condition they have.
