variable numeric value?

What is a "variable numeric value"? Just for reference, what I'm using right now is Anarchic Initiate, but I've seen the term used multiple times before.

Does that mean only those that rely on die rolls?

It must rely on a die roll and be a numeric value. For example, with Prismatic Spray, the 2d4 you roll to determine the duration would count, but the 1d8 you roll to determine the beam's color would be unaffected.
