I know there is somewhere rules that state Changeling powers need LOS(Line of Sight), does anyone know or remember in what book and on what page in Old World of Darkness

Tattletale though notes that is works differently...

You need true name and posses an item belonging to the target
Or be close to or know them well and posses an belonging to the target
Or be close and know there true name.
And that provides the changelings a visual connection which she can view the item/person etc.
And it notes you need 5 success's to use another art through the vision.

So there is some limitation you can't cantrip the pope out of the vatican you need to scry him and then teleport.
