It is time to grow, to expand! thinks the Living Planet as it sends forth a directive to C6 to grow its own dreadnought to tighten its borders there. This frenzy of activity leads to the birth of another legion of ground forces ready to serve the Republic.

I think what we shall do is move ships into F6 , from E4, F5 and the destroyer from G6. Just ships.

Salutations of admiration to this assemblage of **MOUTH-PARTS** on behalf of the Kelemaran Co-Operative, as well as this **PART** and its home colony.
**CONSENSUS** has emerged within the Co-Operative that the legislative power of this learned assembly is too much concentrated into too few elements. This is not a rational approach; power must be distributed as widely as possible to facilitate the building of **CONSENSUS**. For one element of a whole to hold undue authority over its peers is to embark upon what is called, in your verbal linguistic forms, "dictatorship"? This is not certain the accuracy of translation - a concept difficult for it to **ABSORB**.
Resultantly, this **PART** proposes the redistribution of Senate offices; we name the Graen'Ti representative as Speaker, and invite the Speaker to open the floor for legislative proposals.

The representative of the Spacer Federation who rises is not the familiar Don Hujkirk. Instead rises a giant, four-armed hexapod sporting a glistening carapace evolved to withstand the rigors of space travel. Observers in the know may recall that there was some internal political kerfluffle over the issue, involving Spacers recognizing transiently planetary populations with full representation.
The Spacer delegate rubs its front limbs together and begins to stridulate to the assembly.

Each player that has already completed the elected Public Objective immediately receives 1 Victory Point.

Our own proposal reads as follows:
Interstellar Arms Dealers
For: Players may pay 3 Resources to immediately receive 1 Destroyer and 1 Dreadnought. This ships are immediately place in any system containing a friendly Space Dock. This does not activate the system.
