Or Jiren gets involved because Kale is a berserker who was probably going to kill someone and he's all "rah-rah-justice". Or he just found her disruptive to his meditation. Or because she literally just knocked out one of his teammates. At the end of the day we don't know his motivation either, so why bother making assumptions and getting upset?

It's pretty damn obvious that Jiren only budges if he's needed. Or, in the case of Liquid Dude, if someone is bothering his pet rabbit. The only people he's targeted are Goku, Hit, Kale, and the Watery Tart, and then he goes right back to being a boring statue. If he had any motivation other than "Act as my universe's trump card, but leave most of the fighting to my teammates," I think we'd probably be able to notice. The writing in this show isn't exactly deep and subtle, especially in this arc.

In fact, I just re-read it: he thinks it's possible he may even get weaker by fusing with Mr. Satan.

Which makes no sense, because elder Kai told him that patora fusion multiplies one component by the other.

The only way you could get weaker by patora fusion is if the other person's power is literally a fraction of the basic most unit of power, and even then only if power mulyiplication strictly follows the rules of number multiplication.

Yeah, but fusions have the combined skills of the fuses, so it's not like that would magically make Gotan worse at ki use than Goku.

Also, Mr. Satan's non-ki boosted attributes are roughly on the level of the high tier fighters from OG dragon ball where they had ki--tearing a phonebook in half, pulling those buses behind him, shattering all those ceramic tiles, in the flashback to the fight with spopovich he was doing bruce lee level speed and agility stunts, and when those two jackasses were using the chaos of Buu's attack to kill people, satan ran so fast that they thought he teleported.

Multiply that by Goku's skill and power, and you'd really have something.(Especially if you go by the databooks, where Mr. Satan's Power Level is listed at 140, which is a drop in the bucket compared to Goku's Billion or so at the time, but again, multiplication.)

It could just be that Goku just doens't know what multiplication is, though.

Personally, I'm fond of the Rules one, mostly because it's been a pretty consistent theme throughout all of Dragon Ball/Z/Super. A fight may start out with a set of limiting rules, but eventually they get tossed out the window in order to make for a more exciting fight.
