The Civilization Thread is not in my eye sight, and if I remember right it's older than dirt, so I'm making another one. I have a question. . . how big is a nine city Empire on a small map?

Nine cities on a small map sounds fairly solid, though it does depend on what kind of map it is. I do know that the most recent patch adjusted the cost of settlers to try and encourage building tall rather than wide, but you're probably right on track.
