I've thought through about a dozen plans of action, none of which are great. Attacking one of these guys twice will likely result in 3-4 damage at most, and I get beaten up a lot unless I go first. Fenn should probably go first next round anyway.

Looks like, yes. Just goes to show how valuable position can really be. This mission throws a lot at you, but is designed to let you endure it.
