A simple wording question

If something says it deals 1 damage per 4 levels you have (minimum 1) is it
Lv1-4 = 1 point of damage and lv5-8=2 points of damage, or is
lv1-7=1 point of damage and lv8-11=2 points of damage?

I figure it would be the latter, but I have seen some wording claiming otherwise there and about on the pfsrd, so wanted to see if its just poor wording or what.

It would be example #2. Instances of example #1 are always explicitly called out in the rules. Compare the Acid Arrow spell and a Blackguard's sneak attack. Just the examples I'm most familiar with. There's plenty more in 3.5 and PF.
