Incidentally, although it doesn't really explain any of the other bizarre parameters to Miko's introduction, there is another reason why Shojo might not have sent the teleporting wizard along in particular- as V notes, before the change from 3e to 3.5e, Teleport was a transmutation spell, and the wizard might have taken transmutation as a barred school. He might not have had the chance to learn Teleport after the rules change before Miko was dispatched to retrieve the Order.

(Again, doesn't explain the lack of wind walk, choice of party makeup, and/or paucity of intel from Sangwaan or the BoPLaG, etc., but I'm surprised no-one brought this up.)
