Feeling like voting for the workshop again without much backing will just get us into a discontent downwards spiral, the Mälsteri Klan got Mikka to vote for the extra dorms instead. The dwarfs do however vocally insist that if they are to convert a dorm to a drinking hall, they want it to be in a specific place. Just above the farms, for easy access.

Yes, it seems like they are holding the position of the Drinking Hall hostage.
With a much more friendly tone however, Mikka does request to move into a dorm connected to the hall as well. That part seems much more negotiable however if any of them was opposed to it.

So, cast for plan C.
Regardless of which plan wins, should a dorm be created above the farms in the darker marked square, we convert it to a drinking hall.

Harmond has been developing sympathy for the artisans, who have been patiently labouring wherever they are needed while awaiting a workshop of their own, and has accepted the point (ironically made by Djerrard!) that more worker clans will speed that project among others.
With both head and heart in agreement, he therefore votes for more dorms; plan C.
