    Default Colossal+ character

A Goliath (LA+1, powerful build, explicitly described as cumulative with similar effects), with the templates (both from Dragon Magazine) Half-ogre (LA+1, size increases to Large) and Stoneboned (LA+2, powerful build), and the feats Human Heritage (from Races of Destiny), Jotunbrud (accessible through Human Heritage) and Hulking Brute (accessible by being an half-ogre), would for all purposes count as Colossal+ ?

How are you taking Human Heritage? Goliaths aren't a human-descended race.

edit: Also, several of these effects don't say 'one size larger', they say 'large'. They wouldn't stack.

Officially colossal+ only applies to dragons. Also, it wouldn't be "for all purposes", several of them mention specific situations they count in.

Well, firstly: both Hulking Brute and Jotunbrud are make you count as "Large" - rather than giving "virtual +1 size" - thus, useless with Half-Ogre Goliath (because they're Large anyway)

Next: Powerful Builds from Goliath and Stonebone Creature wouldn't stack - because both make you count as one size larger than you really are

Thus, Half-Ogre Goliath is Large, count as Huge (except reach is just 10' - not 15'); no extra LA from Stonebone, and no feat necessary

If you want bigger sizes (without permanent Giant Size spell), there are variant of Half-Fiend template - for LA +4, Elephantine Creature (Dangerous Denizens) for LA +0 or +2 (but -10 Int, -3 Cha, -2 Dex, and arms replaced with trunks - making them incapable to wield weapon), Mountain Creature (Faces of the Forgotten North) for +4 LA and +2 HD, and Ogre Titan (Price of Courage) for LA +6

Also, Waker of the Beast (Dragon #296) and Thrall of Kostchtchie PrC (Dragon #345) are both make character one size category bigger at the capstone (notes: Waker is just 5 levels long; but still required Evil alignment)

Seeing variant half-fiend mentioned did remind me there's a very sketchy argument that a certain +4 LA template sets your size to gargantuan. Patrick from two junkyard wars rounds ago advanced this interpretation.

If your DM rules this to work, it should stack with Powerful Build for a +5 LA character that counts as Colossal.
