It's not about the thing you fear, it's about the thing you fear you might become. Xeno doesn't know why Kay fears becoming a dragon.

Perhaps she fears losing her beauty? Or she had some traumatic experience we are unaware of? Or she has some curse or suchwhat which has to do with her being a dragon. Or maybe this is unrelated to the curse because she somehow resisted it, and this is something separate. That would be a twist. Or maybe she did get a curse, but she has a curse which affects her whenever something changes her and turned her into a dragon.

...or maybe, more sensibly, dragons killed Kay's family/hometown/plant/whatever when she was very young and that it was so traumatic she permanently became afraid of dragons?

I mean Powers hates Xenos, yet he doesn't fear becoming a Xeno, so why would Kay fear becoming a dragon when she could just fear dragons themselves?

And MR, it's spelled 'Torn'. However it can be an easy mistake to make since 'r' and 'n' can look like an 'm'

A kobold is probably the weakest thing that came to Torn's mind. Though those little fey things with 1 hp. are wayyy weaker.

I'm really curious about why the Emperor appeared to do that (I expected him to tell everyone that he'd only change them back to how they were if they did something for him, but I'm guessing that isn't it due to how he vanished so suddenly). I'm guessing that normal magic won't be enough to reverse this, right? (Assuming that the changes aren't illusions, which I'm guessign they aren't.)

I took the Dragon transformation to be a sign that Kayl had a fear of dragons based on what happened to everyone else. Kobolds would make sense regarding weakness due to how they are steriotypically seen as ultra-weak (the 1 HP Fay creatures have some abilities to compensate to a degree).
