For the arrows problem... My RL group created a minor magic item, similar to an everburning torch, that created infinite arrows as needed and cost 50g (same as ebt). Seems a better option than carrying hundreds of thousands of arrows or bolds around; might want to implement it. Infinite arrows isn't worth a level 1 item (it never pays for itself until after level 30), but it is worth a level 0 item.
