Gift of the Two gods (3.5 spell)
Here's the fluff:
On the peak of arcane wars god of death Nerull (extremely empowered from all the death in the land) and god of magic and scaly species, the Serpent, created a new lvl 9 spell which soon ended the arcane wars, leaving most contestants dead.
Now, opponents were lvl 20 casters. What I would like for this spell is to be able to instantly burn trough contingencies, spell resistances, infinite touch AC, clone tricks, lichdom and all other tricks casters use.
So, in general a bit less then "rocks fall, everyone dies". There is also a question of celerity and initiative ...
So ... How should we fill out these stats?

Aside from this being completely broken and overpowered, this should be a level 10 spell, in other words, epic magic, should it be used at all.

Wish or Miracle is as powerful as 9th level gets.
You want something more powerful, then that would be a 10th level, epic spell.
