Seconding level 10 for Gary, with at least one other pokemon (Possibly two others, Bulbasaur's gonna be a high risk against either Charmander or Pidgey).
As an aside, while I have no real preference on the personalities, it occurs to me: Since the pokedex is actually a plot thing in this game rather than a side effect, what if you had Melinda actually filling out pokedex entries for each pokemon as they get caught/evolve? At least conceptually it seems like it could be entertaining.

Pidgey: Zephyr. Hates that it is a common pokemon, wants to be "the only one" and will stop at nothing to destroy all other pidgey so that it is the last
Caterpi: Pestilince. Believes it was sent by demonic forces to destroy the world, and hopes to achieve this goal.
Weedle: Caterpi. Wants to grow up to be a beautiful Butterfree
Metapod: Xen. Believes that "the state" of not moving is "the only way the universe will be revealed to me, man..."
Kakuna: same as Weedle
Spearow: Flitter. Believes that it is actually an imagenary being created by Melinda's sub-concious
Mankey: Pcebro. A pacifist...who will kill anybody who will not adhere to pacifism! Very self-rightious and self-absorbed.
Mankey: Caesar -> Son and heir of the current king of monkey-kind. On the one hand, pampered and lazy, on the other, wants to become the greatest Mankey/Primeape ever, since might makes right.
Pidgey: Dash -> Loves to dash, this pidgey is born to race and loves nothing more than winning.

Dude, Paras sucks and you know it. It has nothing to offer that Butterfree/ Bulbasaur can't do better. Plus, 2 double weaknesses hurts a lot.
Anyway, due to not being 100% on the rules... I'd say like 11-12 for gary.
BTW Pikachu was the second Pokemon i saw in Viridian... I was pretty pissed.

It only has 97.5 accuracy. It can miss, although it doesn't happen often.
If you get a Paras, I suggest for it's personality that it is somewhat like Do-Dee: two personalities, one of the Paras and one ofthe fungus on its back, and when it evolves the fungus personality is the only one that remains. You said you did want nightmare fuel after all. Just needs a name.

If you get a spearow: Nub, Heard a fearow talking about pecking someone's head into a nub and it assumed it meant Nub as in a spearow like itself. It pecks people in the heads to try to get them to turn into spearow for it to be friends with.
Mankey: Roamin, Is a paladin, always tries to "smite evil"
Pikachu: Crookedtail, believes itself to be a cat.
Caterpie / weedle / kakuna / metapod: -insert name here-, Wants to be a singer, hates all jigglypuffs for their reputation and enjoys ripping into their flesh.
Caterpie, Sprink. A cute little guy, with a secret. Not much else to say.
Weedle, Nabber. Stabs and poisons his enemies, covering them with string shot and leaving them to die slowly. He then eats them.
Pidgey, Cuckoo. Is a fairly good Pokemon, but rather insane. Not evil, just crazy.
Rattata, Cage. Defeats foes with ruthless efficiency, ripping into their flesh with its fangs. Used to be experimented on by scientists on Cinnibar Island.
Spearow, Darmouth. Likes the air, and strives to be stealthy, like a bomber.
Pikachu, Spark. Used to be abused, forced to work in a power plant. Has a dislike of Steel types due to its experiences.
Mankey, Scrapper. Doesn't talk much. A violent fighter that has been living alone and feasting on its enemies for years.
