Several points.

One. Even if your character doesn't tell anyone about his release, we need to know what it does for the purposes of balance.

Two. ...665 people? Really? Even in the 1400s, that is a lot of people, almost impossibly so. Seeing as normal people lived to their 30s on average, that is 20 people a year. Mass Murder as defined today is 4 people or more. I'd give a leeway of about 10-20 back then, but that is still way past my suspension of disbelief. Any smart ruler would send an army to kill this guy at 50-100.

Three... even if this guy killed 600 or 10 people, if he was that merciless, he really should be in hell.

Okay, stop and think about this for a second.

You're saying the way things work is, any Plus goes to soul society, no matter what they've done. On the other hand, if you become a Hollow and you were evil in life, you get to go to hell.

This doesn't make any sort of sense. Why would only formerly evil Hollows go to hell, rather than all formerly evil spirits? Somehow becoming a Hollow makes you a recipient of judgment, while you get to skate free as a Plus? What? How does this make sense?

According to our setting rules, souls within a Gillian fuse together, permanently. If even one would've been headed to Hell... what happens to the new, gestalt soul?

Again, impossibly exaggerated statistics. Keep in mind it was never really established WHY he did it - something I left blank on his backstory on purpose. The "he was actually insane" defense is what I was going for.

As for what his shikai does - his kusarigama has 108 links (referring to the number of sins a human soul could conceivably commit in Buddhist faith, if I'm not mistaken). Each link changes the weapon into a different melee weapon. At present, he uses about 10 or so links at most, since he's not really a weaponmaster.

I've still not decided on what his bankai would do, probably something to do with making the enemy slower, or weaker, or somesuch.

I'd say that the fused soul would function off of the primary soul in the cases of judgement. Or else they'd be purged of individual sins...

Someone should make a character whose shikai has the power to send evil souls to Soul Society instead of Hell. Most likely a villain, though he might not realise he's doing it.

Sure, some of characters are pretty nasty, but they are antagonists. The Soul Society is much more toward the moral side of the spectrum. Your character is right off the deep end.

Also... why is he attractive to women? You say he is, but there actually seems to be nothing there. I can't imagine anyone really liking him.

Also Frozen, I will agree with Mage. The menos gestalt works off the primary soul. Everything else has, in effect, stopped existing and is irrelevant.

I suppose I could add something to the effect of "his father made him do it" or "(insert figure X made him do it)". The curious detail is that following the logic of Hell's existence, Rukongai 80 is practically an empty lot and Kenpachi never really existed.

EDIT: An additional point: the whole mass murderer thing is basically what I'm using as a backdrop for why he's in constant pain, hot-blooded and why his Zanpakutou has so many numbers in it. It's not something that will be constantly referenced.

Also: Byakuya is a jerk and you have a freaking ton of women drooling for him - including but not limited to his adoptive sister.

"Remember, you can only start killing things once you're past the gates, kids. It's your reward for being goody two-shoes in life."

... you only have to be a decent guy in life to get into Soul Society. What you do once there does not count towards your metaphysical burden the same way.

I suggest changing the power set. As is, your character is getting creepily similar to Hannibal Magalhães. (Check the second post of the registry)

I am sure that whoever is in charge of hell goes by a case-by-case basis.

In such a case, I am pretty sure, even in the plea of insanity, they would haul this guy in. There was a similarly "insane" character of mine from last RP that did horrible, horrible things after losing the chance to fight his Captain on fair terms, but that doesn't excuse anything he did.
