since no bothered to look at the Speeches/Appearances, i decided to go ahead and do it myself.
note that only characters with either more then 30 appearances, *OR* at least 100 speeches have been counted. anything below that and i'd soon have to count 4 times as much characters

OP. Could you send me the text file? I'll try to whip up some matlab magic to let us graph the activity of the characters at a given time in the comics run, not just the total activity to date.
It makes sense though. Celia and Tarquin are more often background characters, following the main action (although both talk a lot), the oracle has rarely appeared in a strip that was not completely centered on him. With mane bubbles per appearance as a result.

There may be differences in weighting because I added the blue numbers from the multipage count, as well as speech bubbles from Haleys personalities.
Wow, Tarquin really pushed himself into the foreground, he will soon have more bubbles than Nale. I can already see him as the side character of the comic with the most speech bubbles, even more than Reddie. I was sort of waiting until the end of book 5 for the reveal, and I won't go into too much detail here, but this is in-process. To address your specific assumption, Vaarsuvius comes in 5th, with 23,998 words. Roy is the chattiest by far, with 48,356 words.
This includes the on-line archive, all seven books (plus the coloring book), the Kickstarter updates, both reward PDFs, and the cards from the board game.

You... you're really making me tip my hand here. There's a reason why I was able to identify in the Individual Comic Discussion thread how many Empire of Blood infantry there were either charging down into the depression (654), or surrounding the wall of fire (157).
I'm updating with current comics, and back-filling from the beginning. I'm going slowly, 'cause I'm getting hung up on which bandit is which. There is a surprising number of them.

It made my head hurt, too. There is a brownish-red haired one who speaks rather often, but there is another brown-haired and another red haired...
I started at the beginning, once, and if I remember correctly I struggled through the bandit arc and lost motivation soon after. If I had to guesstimate from memory, I'd say there were the ex-leader, Samantha, 12 mook-level bandits with speaking roles and maybe 20 extras, all on-panel. And after being disbanded, the female apprentice bandit sat in the tavern!
You're also going to have a lot of fun with the individualized EoB soldiers (different from the montonous azurite soldiers). There is an arena guard with semibrown skin who talked so much I nearly considered him as recurring character, maybe he had more bubbles than the arena overseer - but maybe he was just a regularly-used pattern, so I stopped tracking him.participate in fan translations of OotS to your native language:
