Keep in mind that Therianthropy offers a steady ability score bonus, and the ability to change sizes over HD. I think this is not a problem.

Out of Curiosity, why is the Hybrid form Medium, and the Shocker Lizard form Small?
The Table is designed to Show increase per level, in an easy to read format, each bar should have all of the ability scores improved. (See the Wererat.)
8 Dexterity, 4 Constitution seems fine for these guys.
Seeing how there are no lizard like vermin (that I am aware of) you need not note them in Lizard Empathy.

Electric senses. It senses Nuerological, or bio-electric fields yes? Write in some fluff about that, so if a creature has none (Stone Golem) the DM will know not to let the sense work on it. This would be a good place to add in an Electricity Resistance note.
Stunning Shock needs a range of attack, and the alternate forms it may be used in. (I think both would be fine) And it could use some buffing, I believe your damage can scale on Stunning Shock much faster.
Electricity Immunity comes at the Cost of Vulnerability to another Element, or at High HDs. Also, this does not belong in the text of “
Ability Score Increase.”
Lethal Shock should be incentive to be in Shocker Lizard Form, and currently its not very good for all forms. I’d recommend looking at the werewolf, to create a Pack of Shocker Lizards, as your fourth level ability. (Technically incentive to by in Hybrid form, but we can hash that out when we get to it.)
Battery-Ram isn’t terribly exciting. In fact, its pretty weak. 1d4 non-scaling nonlethal damage is less than a cantrip. Keep in mind that this is your capstone.
What these guys need is some spice.

The great thing about a mix between a human and a thing is that the mix can do things that the Human and the Thing couldn’t do independently.
Get creative!
Dire Rats can’t spread diseases other than filfth fever, and Vipers can’t spit acid, but Wererats and Werevipers can.
Why?
Because Therianthropes need to be awesome, or else why not just play a Shocker Lizard.
Can they do magnet stuff?
Can they do fun electrical things?
Can they were yellow face paint, and pass themselves off as a commercial icon for a Japanese Roleplaying game?
Can they be used to recharge my mobile?
Can they paralyze creatures?
Can they fly kites in stormy weather to pick up mates?

I am trying to get rid of Were-X, I would prefer it if you spelled it Wereshocker lizard.
I accidentally left (Int) off after Knowledge (Nature) (Int) in class skills for all Therianthropes, I have fixed this, if you would too that would be great.
