If Earth is transformed into a new Radical Land what happens to the 99% of the world's population that doesn't fit Kind Radical's definition of radicalness?

The impression I get is that Radical expected the jerks around him (the "other people") to transform into more radical people (the "other things") once he cranked up radical levels high enough, like Derek did. But none of them except Derek showed any promise, which is why he's so angry that "none of [them] are different" and immediately wants to find Derek and see what happened to him.
