Im not too surprised, tracer just had too many advantages in the fight. Scout just didnt have enough speed to work with. His marathon speed is top sprinter speed which is good and all, but not enough compared to someone who can teleport. Also, I think they overexagerated tracers reaction time a bit. She saw the sniper taking aim and reacted. Its not like the bullet was already leaving the barrel when she noticed, so her time to react was increased noticeably over what they gave her. Still quick though.
