   With a new Revolution imminent, the Star League reaches out to those nearby systems that had adopted the tenets of the Way of Tides. Fearful that separation from the Vilari Sodality would leave those populations vulnerable to more aggressive stellar powers, Vilari diplomats work to integrate the native systems of government with the Sodality Council and the Star League proper.
4. [Diplomacy] Dispatch a civilian fleet to evacuate the Sheholu colony as well as any members of the Dipanan government seeking sanctuary
   Brought to the brink of war by the coup in Dipanan space, only the threat of reprisal against the Federated Churches halts the Star League Defense Force. A week of tense communications with the Federated Churches ensue, and eventually the Vilari are swayed by the assurances of the Rass. Instead of a strike force, the Vilari dispatch a relief convoy to transfer the population of Sheholu wholesale into Vilari space, along with any members of the Dipanan government fearful of reprisal from their new overlords.
5. [Military 10] Introduce new technology: Particle Wave Cannons (+2 Combat Rolls, Dark Matter/Energy Arcana and Coolant required
   Scant years after the knowledge of Energy Conversion Weapons proliferated through the galaxy, the Vilari begin fielding a new weapon. Mounted along the spines of their cruisers, these cannons utilize the conversion effect of Same technology to power a focused beam of energized particles, fueled by the dark energy elements harvested from Tsalvan's asteroid belt. The resulting energy weapon is capable of rapidly atomizing even advanced microplating, and emits a lethal band of exotic radiation from any impact point. The ships themselves are fitted with an intricate cooling array, to prevent the rapid decay of the beam's containment system.
6. [Military] Dispatch 3 units of the SLDF to aid Wrath, led by Fleet-Master Sildyr-Vos (Mil 9). Activate Enhanced Microplating and Energy Conversion Weaponry.
   Though he had long planned for a strike against the Same, when word came of a potential solution to the problem of Efficiency Ground Sildyr-Vos was eager to answer. Dispatched with all the ships that could be spared, his Vilari fleet connects with the intergalactic force intent on drawing the mad Sentience out of the Beyond.

• The Vilari are stunned by the actions of the Sunbream and the sudden collapse of the DIpanan government's power. Receiving calls for help both from the Dipanan and from their colonists in Dipanan space, the Sodality transmits a message to the new Sunbream leadership.

Partnership with the wider galaxy has left you a mighty fleet and the technology to explore the galaxy - withdraw to your stellar seas, and taste the fruits of liberty absent the stain of despotism. The Revolution that fast approaches will divide you from those you considered oppressors, freeing you to chart a destiny unburdened by the past. • The Sodality issues a formal condemnation of the Dream-Divers Church, both for their part in the Sunbream coup and in their continued part in the Sunbream Confederacy's oppression of the Dipanan. A series of irate transmissions are exchanged with the Federated Churches, at first to ascertain the status of the Dream-Divers in the wider Rass government and then to demand the sanction of the extremist faction.

As the territories of matured species expand, and we confront growing threats from without and within, it is resolved that we gathered here affirm our principles. We, the people of the Star League, do make known these policies in hope for a brighter future for the galaxy.

We Are Resolved

• To defend the sovereign right of every species, organic or synthetic, to self-government, or to equitable representation as equal partners in greater galactic powers.
  
• To safeguard, by that same principle, the rights of any lesser power when threatened by an outside aggressor.
  
• To guarantee the sovereign borders of all member states, through diplomacy if possible, but if necessary through force of arms.
  
• To pledge our might to the eradication of those forces which threaten the continued prosperity of all species, within and without the League.
  
• To pursue technological advancement, both civilian and military, and to freely proliferate these advancements among League members.

• To seek out and preserve the knowledge of Axiom’s progenitor species, that we might gain their wisdom and avoid their downfall.
