The UNA, while in possession of futuristic technology thanks to the Sovices, has limited the technology level of the vast majority of nations to something resembling modern day standard. Thus, we have guns and warships, but Sci-Fi equipment is hard to come by.
Also, all UNA employees where a uniform, and while hired mercenaries are free to choose their own clothing, they fall under the direct jurisdiction of UNIA, and hence my character.

I have something to back it up! The cyborg Vampire Rot is a prototype made by the highest tech nation (The leaders of the UNA? Possibly the Big Bad?). Since he is a vampire, and therefore undead, he was tested on instead of a living creature. He is sort of a secret weapon, an assassain possibly. I could make his technology more modern, but from what I've seen of the sovices and some other things, the technology is pretty advanced.
I also just want an excuse to say, "We are Borg. You will be assimilated. Resistance is futile."

Prototype jet-pack-wing-things (or a jump-pack) maybe, but we don't have rocket boots. How would you steer them? Besides, I think a vampire would look better with rocket powered wings!

The "Big Bad" in this storyline is Ins, a clone of Lying with a Sovice sentience within him. And the UNA has no leader nation, just as the UN doesn't. However Ins is the de facto leader of the UNA, as he orchestrated it's formation and subsequent expansion.
And hence would appear near the middle of the storyline.
Sovices are advanced, being space nanites, but we're not at the cyborg level yet.
While the Sovice are a classic Grey Goo villain, they are currently pursuing what appears to be truly humanitarian goals. In fact, to most of the population the Resistance are the villains, and the UNA the heroes.

The mainstream technology is more like the Industrial Revolution, with the occasional steampunk devices, just in case.
Only the Navy and the UNIA have to wear uniforms, both of which are different. The uniform for a navy officer (this one is Fleet Admiral, the highest rank) is like that:
Lesser ranks either lack the gold stripes and/or the belt, or have silver instead of gold on their uniforms.

Wouldn't it be more logical for the Navy to have the blue uniform? You guys are trying to make it look realistic and most navy's have blue uniform, while the army has green,gray/yellow deppending on where they are.
The piece keepers could have white uniforms like the UN.

I was referring to the peacekeepers, c'mon, just look at their name.
I thought that their public image is a bunch of devils who punch people in the face before they eat.. As the UNA controls their image.
