Phoenix Knight has been hunting Toby (or the Black Fox). Toby lept down from a roof and smashed his face in in front of Cleo and Happy Rein. Caera knew PK from before and came to his assistance. Sniper Rein and a random dwarf just arrived and are very confused.

The Phoenix Knights are a militaristic holy order established by a Pyrite Goddess for the sole purpose of smiting evil. Paladins, really. Hieronymous saw Rein, Quinn, Toby, and Anchor walk into the Selinite lands he was patrolling and thought Toby matched a description he was given of an evil bastard who almost killed all of the Selinites a few years ago. He tracked them back to GLoG with the intention of asking if Toby was this man, who escaped the Phoenix Knights years before. Toby, who is actually the evil Black Fox, decided to ask what a Phoenix Knight was doing in his home, but he knew he would have to get the drop on him first, or risk being badly hurt by the zealous paladin.

All the evil teams are readily active and killing and all sorts, and out of the three "Good guy" teams, only one seems to do anything, and it's rather ineffective.

Good guys and Bad guys go up and down in the Nexus. Sometimes there's an overwhelming amount of heroes and only like two villains. Sometimes it's the other way around.

Because the bad guys can be bad by killing NPCs, while the good guys have to try and kill the bad guys, which many shy away from because it's a difficult thing to do and most people dislike that kind of combat.

But it's not just that - I rarely see any of the good guys leave their clubhouses to do anything but get drunk and party!

That's because a lot of it is done offscreen. Or you aren't actually looking, and just making a generalization based on an oft-repeated message.
