Of course the more progressive vampires would be in favor of laws against mortal cruelty. You can still butcher them, you just have to do it humanely, with as little terror and pain to the mortal as possible. *nodnod*

And then the really progressive ones make sure to only feed on free-range mortals, who were raised on organic foods.

All it takes for evil to triumph is for good characters to do nothing.
Well that and for evil to stop beating each other up.

Anyways, the point is, there's a whole lot more vampires than just Rot. Rot's just the original slum stalker and funniest.

Stopping them all would be incredibly difficult, but not trying to stop them would result in some very empty slums in the future.

So it makes perfect since that a vampire problem that starts small soon rages out of control. If you want a blood drinker, just have a corpse in the slums suddenly awaken to their new unlife.

Just not the corpse that Serena just killed. That one has been blessed.

@ HG: I imagine it could be possible, if Caera came up with some kind of really powerful trap. It just isn't going to be easy, and definitely not possible to defeat him when you just happen to stumble across him without preparation.
