It was indeed, albeit a hyperbolic one since Over-Deity isn't technically a rank and First Ones are only two ranks above the weakest thing that could be considered an Over-Deity. At least I got His rank right. If you are talking about the other three, then no.

I would say swordsage, but what he did to Tai Lung when he first attacked when he was refused the dragon scroll was a stunning fist, though it lasted longer. Monk 4/unarmed swordsage 16? That gives him some of the fast movement and AC bonus of the monk and a good amount of stunning fist.
